简要规则描述：******街道“精品城区”建设专项包（第二批）包括：凌兆路提升改造工程、长清路提升改造工程、东明路及三林路提升改造工程、永泰路提升改造工程、云台路提升改造工程、永泰花苑修缮及公共空间提升工程等 6 个子项内容。工程总投资为7146.57万元，其中工程费6167.71万元。本项目主要是通过竞争性磋商的方式选择一家合格的供应商为本工程提供代建服务。（具体详见第三章采购需求书）

Brief Specification Description: In 2024, the special package for the construction of "boutique urban area" in Dongming Road Street (the second batch) includes: Lingzhao Road Upgrading and Reconstruction Project, Changqing Road Upgrading and Reconstruction Project, Dongming Road and Sanlin Road Upgrading and Reconstruction Project, Yongtai Road Upgrading and Reconstruction Project, Yuntai Road Upgrading and Reconstruction Project, Yongtai Flower Garden Renovation and Public Space Improvement Project, and other 6 sub-projects. The total investment of the project is 71.4657 million yuan, of which the project cost is 61.6771 million yuan. The main purpose of this project is to select a qualified supplier to provide agency construction services for the project through competitive negotiation. (For details, please refer to Chapter 3 Procurement Requirements)

合同履约期限：自合同签订之日起至整个项目代建服务范围内各项目全部验收完毕，并向采购人完整提供相关服务文档之日止。

The Contract Period: From the date of signing the contract to the date when all projects within the scope of the project construction service are completed and the relevant service documents are provided to the purchaser in full.

二、申请人的资格要求 2. Qualification Requirements for Suppliers

(a)满足《中华人民共和国政府采购法》第二十二条规定；

(a)Meet the provisions of Article 22 of the "Government Procurement Law of the People's Republic of China";

(b)落实政府采购政策需满足的资格要求：（1）扶持中小企业政策：本项目不是专门面向中小企业采购，评审时小型和微型企业产品享受10%的价格折扣。（2）扶持残疾人福利性单位，并将其视同小微型企业；

(b)Qualification requirements to be met to implement government procurement policies: (1) Policies to support small and medium-sized enterprises: This project is not specifically for small and medium-sized enterprises to procure, and small and micro enterprise products enjoy a 10% price discount during the review. (2) Supporting welfare units for the disabled and treating them as small and micro enterprises;

(c)本项目的特定资格要求：（3）须系我国境内依法设立的法人或非法人组织（本项目不接受分公司以自己名义参加采购活动）；
（4）本项目不允许转包。

(c)Specific qualification requirements for this program: （3）It must be a legal person or unincorporated organization established in accordance with the law in China (this project does not accept branches to participate in procurement activities in their own name); （4） Subcontracting is not allowed for this project.

(i)符合《中华人民共和国政府采购法》第二十二条的规定；

(i)Comply with the provisions of Article 22 of the"Government Procurement Law of the People's Republic of China";

(ii)未被“信用中国”（******）、中国政府采购网（******）列入失信被执行人、重大税收违法案件当事人名单、政府采购严重违法失信行为记录名单；

(ii)Not included in the list of dishonest persons subject to enforcement, the list of parties to major tax violation cases, or the list of records of serious illegal and dishonestacts in government procurement by "Credit China" (******), China Government Procurement Network (******) ;
